The 11th NEAR Working Committee was held in Zhangjiajie City, Hunan Province, China, the NEAR Chair, from September 25 to 28, 2017. Representatives of 52 member regions (27 present, 25 via written means) from five countries participated and voted on the main agenda.

Starting with the presentation of the activities of the NEAR Secretariat and Subcommittees, major agendas were discussed and voted on, including the election of the 13th Chair to the General Assembly, the establishment and abolition of subcommittees, associate membership of Ho Chi Minh City, Vietnam, and respite of adoption of membership fee.

- Approval of Associate Membership of Ho Chi Minh City, Vietnam
- Establishment of Subcommittee on Transportation and Logistics, Subcommittee on E-Commerce, and Subcommittee on Exchange of Human Resources; Heilongjiang Province, Hunan Province, and Jilin Province in China designatedas coordinators
- Abolishment of Subcommittee on Cross-border Cooperation, Subcommittee on Science and Technology, and Subcommittee on Women and Children
- Approval of the name change of ‘Subcommittee on Mineral Resources Development and Coordination’ to ‘Subcommittee on Mineral Resources Development’
- Postponement of the decision-making on the adoption of the Membership Fee to the next Working Committee Meeting in 2019
