In November, Hunan Province and Jilin Province each inaugurated a new secretary and governor. In Hunan Province, former governor of Hunan Province Xu Dazhe and former Chairman at the State Grid Corp of China Mao Weiming were inaugurated as the secretary and the acting governor respectively. In Jilin Province, former governor of Jilin Province Jing Junhai and Vice Minister of the Ministry of Agricultural and Rural Affairs Han Jun were inaugurated as the secretary and the acting governor respectively.

After Hunan Province joined as a full NEAR member in 2006, it established the Subcommittee on Innovation Plus between November 2016 and October 2018 when Secretary Xu Dazhe served as the 12th NEAR Chair. The province also actively engaged in the NEAR events, hosting the NEAR Working Committee, the NEAR International Forum, and the 12th General Assembly.

Moreover, Jilin Province became a full NEAR member in 2014. Afterwards, the province established the Subcommittee on International Exchange of Human Resources in 2017 and hosted the International Human Resources Cooperation Forum in Hunchun City, which borders China, North Korea, and Russia, in September 2018. The two regional governments made enormous contributions, facilitating exchange between NEAR member governments and invigorating development of NEAR member governments. They took leading roles in building a community seeking for peace and economic development in Northeast Asia.

NEAR Secretary General Kim Ok-chae sent congratulatory letters on December 2. There, he stated that a new era of international cooperation would be ushered in after COVID-19, and he asked for continued support for cooperation and development in the Northeast Asia region going forward.
