From Monday, June 30 to Wednesday, July 2, Krasnoyarsk Krai in Russia hosted the 1st NEAR subcommittee in a hybrid format at the Youth Palace in Krasnoyarsk Krai.
The meeting was convened to showcase exemplary youth policies and international youth events in Northeast Asia, as well as to discuss ways to revitalize youth exchanges among member governments. A total of 37 participants from 13 local governments across five countries, including China, Japan, Korea, Mongolia, and Russia, attended the event.
The opening ceremony began with a promotional video introducing Krasnoyarsk Krai, followed by welcome remarks from Mr. Sergey Ponomarenko, First Deputy Governor of Krasnoyarsk Krai; a congratulatory address by NEAR Secretary-General Lim Byung-jin; and congratulatory speeches by Mr. Pavel Abramov, Deputy Head of Russia’s Federal Agency for Youth Affairs, and Mr. Artyom Zakharov, Representative of the Ministry of Foreign Affairs of Russia in Krasnoyarsk.
In his congratulatory remarks, NEAR Secretary-General Lim emphasized that youth exchange is a valuable asset for the future of inter-regional cooperation among local governments. He expressed confidence that this Subcommittee would serve as an important platform for the youth of Northeast Asia to collaborate and grow together.
In his welcome speech, First Deputy Governor Ponomarenko stated, “Krasnoyarsk Krai receives the support and sponsorship of Russia’s central government in various youth initiatives, including Biryusa Youth Festival, and we are honored to host this meaningful meeting here.”

At the closing ceremony, NEAR Secretary-General Lim expressed his gratitude, stating, “Although many member governments could not attend in person, they participated online and delivered excellent presentations that were truly beneficial to all. Thanks to the meticulous preparations made by Krasnoyarsk Krai, this event was made even more meaningful and successful.”
Following the conclusion of the Subcommittee meeting, participants toured various facilities, including creative spaces for young artists within the Youth Palace and SPORTEX, an extreme sports center for youth. They also enjoyed a cultural exploration of the city of Krasnoyarsk.
