Secretary General Kim Ok-chae took part in the 14th International Forum of Northeast Asia Tourism (IFNAT) which took place in China from August 30 to September 1. The forum was held by Heilongjiang Provincial Academy of Social Sciences which signed an MOU with NEAR in June 2017. Secretary General Kim emphasized that continual exchange between regional governments should be maintained regardless of diplomatic conflicts among central governments during the congratulatory message at the opening ceremony. Furthermore, he stressed that the decrease in exchange between citizens and regional governments should not have a negative influence on the tourism industry.

The forum continued with keynote speeches, an introduction of various tourism products from around the Northeast Asia, and presentations and discussions involving experts on the theme of 'Northeast Asia International Tourism, New Era, Opportunities and Development.' More than 100 participants including government and academic personnel and experts from the tourism industry from China, Japan, Korea, Mongolia, and Russia attended the forum.

During the forum, Secretary General Kim took the opportunity to exchange opinions with President of Heilongjiang Provincial Academy of Social Sciences Dong Wei Jun on methods for cooperative reinforcement with the NEAR Secretariat and the Heilongjiang Provincial Academy of Social Sciences. In addition, Secretary General Kim introduced the role of NEAR through an interview with Heilongjiang Provincial TV.
