Governor Yoshihiro Murai of Miyagi Prefecture, Japan sent an official letter to NEAR Secretary General Kim Ok-chae on April 8, 2020, expressing a desire to participate in NEAR as an observer group. This came as a result of Secretary General Kim's visit to Miyagi Prefecture on November 1, 2019 to introduce NEAR and its general international exchange activities.

 

The Secretariat welcomes the participation of Miyagi Prefecture and will provide relevant information for Miyagi Prefecture to take part in NEAR’s various international exchange events to be held in the future. In accordance with the joining of Miyagi Prefecture as an observer group, 11 regional governments members and 2 observer groups (Yamaguchi Prefecture and Miyagi Prefecture) in Japan will participate in NEAR's activities.

Miyagi Prefecture is located about 300 kilometers from Tokyo, Japan, in the central part of the northeastern districts. It has a population of 2.29 million people (as of 2019), an area of 7,282 square kilometers, and a total gross national production of 9,463.9 billion yen. Furthermore, this prefecture is endeavoring to revive the region and to bring recovery from the extensive damage caused by the Great East Japan Earthquake in 2011.
