"Japan (East) Seaology" regards the whole East Sea-Rim region as one unit which shares the Japan (East) Sea and aims to study the past, present and future relationship between human and nature and between human and human in the region.

In order to promote Japan (East) Seaology, specialists should take concrete measures to work together with residents of the Japan (East) Sea Rim region and pool their wisdom.

During the NEAR Sub-Committee Meeting on General Exchanges held in Toyama Prefecture in July 2001, NEAR member regional governments agreed to join hands in promoting Japan (East) Seaology. They reaffirmed that the issue of "crisis and symbiosis of the East Sea" should be considered top priority among other four fields of the study and agreed to represent the 21C paradigm of mutual understanding among civilizations, world peace and harmony with the environment in the process of promoting Japan Seaology.
