Secretary General of NEAR KIM, Jae Hyo

Welcome to the website of the Association of North East Asia Regional Governments!

The Association of North East Asia Regional Governments was founded in Gyeongju City, South Korea in 1996 as an international organization. As of 2017, its membership includes 77 regional governments of six countries, China, Japan, South Korea, Mongolia, Russia, and North Korea.

Since its foundation, NEAR has pursued co-development and prosperity in Northeast Asia through exchange and cooperation among regional governments in a variety of sectors such as economy, culture, environment, and disaster-prevention, contributing to world peace through the expansion of cooperation. While Northeast Asia is a region facing various diplomatic conflicts, it is also an important region that has the potential to play a pivotal role in leading the Asia Pacific era of the 21st century.

Despite the political and diplomatic conflict among countries in the region, the inter-regional exchange of local governments has continued steadily for over two decades through NEAR. NEAR will continue to pursue constructive cooperation among local governments in the region to contribute to the prosperity and peaceful environment of Northeast Asia.

To achieve these goals, NEAR plans to make itself a platform for fruitful exchange among regional governments by promoting specific and specialized cooperative projects, along with the expansion of its membership. In this regard, the website of NEAR will be an important communication channel, for the sharing of information and for the forming of a shared understanding between NEAR member regional governments and the NEAR Secretariat.
