The 12th Working Committee Meeting Held at Yakutsk, the Republic of Sakha (Yakutia) from August 6–82019-08-16

The 12th Working Committee Meeting was held at the Sakha Convention Hall situated in Yakutsk City, Sakha Republic. There were 79 attendees from the NEAR Secretariat and 19 Member Regional Governments from 4 countries including China (6), Korea (7), Japan (3), and Russia (3).


The prime minister of the Republic of Sakha, Prime Minister Vladimir Solodorf and NEAR Secretary General Kim Ok-chae presided over the meeting. At this meeting, international exchange events of member governments were introduced and follow-up discussions were held on plans to improve operations of NEARevents, postponement on membership fee of members, and plans for the appointment of honorary ambassadors by each regional member. In conclusion, the original agenda set by Secretariat was passed in favor of the majority including 30 regional governments which exercised their voting rights in writing.

Furthermore, the NEAR Secretariat presented the total operating expenditure provided by the Gyeongsangbuk-do Province of the Republic of Korea in support of the permanent Secretariat since 2005 and detailed budget contents of the Secretariat in 2018 for the first time. The member regional governments expressed their appreciation to Gyeongsangbuk-do Province for their international contributions.

However, at this Working Committee Meeting, there were a number of regional governments who gave notice of their absence before the event, and notably, the all Mongolian members were absent. Additionally, the Secretariat is undertaking the task of preparing for the next General Assembly as no regional governments have stepped forward to express a desire to become the next chair member.


Lastly, although there have been partial improvements in the relay interpretation since the Secretariat responded to feedback by providing details to interpreters in advance, the Secretariat has become aware of the necessity of exploring basic solutions once again as the capacity of the interpreters greatly affect the success of the meetings.
