Governor Murai of Miyagi Prefecture assumed the position of President of the National Governors' Association on September 3. He conducted a press conference in Tokyo on September 8, where he expressed his vision for the association, stating, "I aspire to lead the National Governors' Association in a direction that yields tangible results." He also expressed his gratitude for the nationwide support Miyagi Prefecture received during the recovery and reconstruction efforts following the Great East Japan Earthquake, saying, "I intend to reciprocate this kindness by diligently fulfilling my responsibilities as president."

The term for the President of the Japanese National Governors’ Association spans two years, with the previous President being Governor Hiraishinji of Tottori Prefecture.
