Shimane Prefecture is expected to run the "Grass-Roots Cooperative Support Project" to provide technological assistance to Ningxia Hui Autonomous Region of China which it has a treaty of friendship with for three years starting from 2007.

Under the request by Ninxia Hui Autonomous Region, the project will be jointly carried out with JICA (Japan International Cooperation Agency) under the theme of "Comprehensive Utilization Technology of Drainage in Ninxia." Shimane Prefecture will make contribution to international  cooperation by sending experts and provide technology transfer and training program to trainees dispatched from Ningxia.
